The IRS charges a $400 or $850 User Fee to process your application. If your projected annual gross income for your first three years of operation (or up to four past years of operation if Plan B) is under $10,000 per year, then the $400 user fee applies to you. If it's over $10,000 per year, then the $850 user fee applies.
